ENERGY STAR Initiative
The ENERGY STAR initiative started in 1992 but the United States Congress began to address server use and demands with Public Law 109-431, passed on December 20, 2006. The law mandated the study and promotion of energy-efficient computer server use in the U.S., producing the resulting Report to Congress on Server and Data Center Energy Efficiency. In response to Public Law 109-431, on August 2, 2007, a research team led by Dr. Jonathan Toomey published Report to Congress on Server and Data Center Energy Efficiency. Since the original publication, the report has been updated several times, most recently in June 2016.
